Do you remember Terry Schiavo?? She was the unfortunate Florida woman who became brain dead.? She lived for many months as a vegetable as her husband and parents argued over whether or not she would have wanted to be kept alive in that condition.? Her parents said she?d want to live, her husband said that she made very clear to him that she would have wanted to have any life sustaining measures ended.

It became a big legal mess and TV spectacle that even had politicians in DC weighing in.? And it went on for seven years.

Now I don?t care if you think she should have lived with the hopes that she?d recover or died.? What I do know is that despite seeing the Schiavo mess, most people I meet haven?t done the one thing necessary to prevent themselves from being in the exact same situation as her.? They haven?t created a power of attorney for health care.

This simple and free form tells the world who you want to have make medical decisions for you if you can?t do so yourself.? It also states that if you require to be on life support to live whether or not you want that support to continue.? In other words, when you are healthy you can make a decision of what will happen to you if you are sick.

Most people assume that this will never be an issue for them.? But Terry Schiavo was only 26 when she had a heart attack that lead to brain damage.? So who?s to say that you won?t be walking down the street tomorrow, slip on some ice and hit your head.? Next thing you know, you are in the hospital.? Except if you are brain dead you won?t know it.? Once you have an injury, your loved ones could have to go to court to petition over who gets to make decisions for you.? It?s expensive and creates bad feelings.

Did I mention it?s free?? In fact, here?s the form for you.? Just download that form, print it and have two people witness it.? You don?t even need to have it notarized.? Just give it to your doctor if you have one.? Give it to the person you want to have power of attorney.? Maybe give it to your backup.? And then move on with your life.

But you can move on while knowing that if something does happen to you, you are covered.

Outright Plus


Several years ago, a couple of young men left Intuit to start their own business. They struggled with the organization of their new company's financial data because it was spread out all over in places like online bank accounts, spreadsheets and PayPal. Outright Plus ($9.95 per month) grew out of that frustration. Kevin Reeth and Ben Curren didn't set out to create an application that would compete with QuickBooks. Rather than trying to build a financial solution that would provide A-Z accounting tools, they wanted to address one very challenging situation: taxes. Specifically, quarterly and annual income taxes and sales taxes for sole proprietors, freelancers and other small businesses.

Today, the collection of tools that used to be called Outright is instead Outright Plus, and it now costs $9.95 per month to subscribe?a reasonable charge considering its scope (you can still use the site's income- and expense-tracking tools for free). The company has done a great job of selecting integrated partner sites that their audience might be likely to frequent and use for related financial functions, solutions like PayPal and FreshBooks, eBay, and Etsy.

A Smart Shell
Outright Plus itself is really just a framework that manages your core financial functions. It imports, categorizes, stores and reports on transactions from other sources so that your sales- and income tax-tracking require exponentially less data entry and time. It also maximizes accuracy, since you never have to re-key the same transaction twice.

Setup is simple. The first thing you'll do is add the accounts that contain financial transactions that you'll want to import and keep updated. This process works similarly in all of the sites reviewed here. You click, "Add an Account," and then either type in the name of the institution or select it from the list provided. Enter the user ID and password you use to sign in to its website, and Outright Plus establishes a connection, then downloads your first group of transactions (you can update these whenever you want to). Clicking on the Income and Expenses tabs opens the checkbook-like registers that contain your activity.

If Outright Plus recognizes the name of the company that you exchanged funds with, it assigns it to a category. If not, you can select one yourself from the list provided, and indicate whether you want Outright Plus to always assign that category to that particular source. You can also enter income and expenses manually.

Getting Ready for Taxes
There are four types of categories: income, expense, non-business expense and non-business income. The first two are the most important, as they're linked to specific areas on the IRS Schedule C. For example, "Sales" links to "Gross Receipts or Sales." The Non-Business Income and Expense categories are used for personal transactions, credit card payments, estimated and income tax payments, etc.

You can add and edit categories, but you shouldn't alter any category related to taxes. The founders were reticent at first to even allow this capability because it can affect the accuracy of your Schedule C.

There are two special categories that are not true income or expenses, because you're simply passing along money you collect that belongs to the state: Sales Tax Collected and Sales Tax Submitted. Some imported deposits, like those coming from eBay, will have already separated sales tax from the other money collected from sales and categorized it correctly. You can also enter sales taxes collected manually and run a report that displays sales by state.

Fulfilling Your Obligations
Lest you worry about all of these financial transactions flying into Outright Plus, there are a couple of things you should know. First, Outright Plus uses bank-level security. There are actually security professionals standing guard in the facilities that house the remote servers. And second, no one can compromise your accounts and transfer funds elsewhere. You can't even do that. Outright Plus simply houses and categorizes your transactions.

All of this account updating and careful categorization pays off when taxes are due to states or the federal government. Click the Taxes tab, and a page opens with four subtabs. The first, Annual taxes, displays the happy number that is your current net profit, as well as your total income and expenses. Under each of the latter two, Outright Plus supplies the dollar figures that will appear on specific lines of the Schedule C. Click on a line, and you can view or edit the individual transactions that contributed to the total.

If you're self-employed, you know how difficult it is to determine how much to submit each quarter in estimated taxes. Outright Plus does that for you, providing a number that should be reasonably accurate, assuming that you've imported and recorded every related transaction. So when it's time to pony up. click the Quarterly Taxes tab. Outright Plus displays the amount you should pay and lets you record the payment on that same page (unfortunately, you'll have to submit the payment yourself ? Outright Plus doesn't do that). Sales taxes are handled similarly. Outright Plus tells you how much you've collected and should pay, and provides a field to record your payment.

If you've received a 1099-K form, you'll get help understanding this new IRS requirement and finding related data within Outright Plus.

Pulling It All Together
Outright Plus' dashboard ("Overview") does a nice job of consolidating your most critical financial information on one page. The left vertical pane displays links to new sales and uncategorized transactions; account totals for money you have and owe; and current calculated tax obligation totals. Two big charts on the right show you your profit and loss totals (with a link to a detailed table) and your expense category breakdown.

Outright Plus is representative of the future of small business accounting. We're very slowly moving toward cloud-based procedures, a la carte financial management. Today's smartest people in the field tell us that years from now, companies will be able to select individual solutions from different vendors that meet their needs in areas like bill-paying, invoicing, payroll, inventory management, reports, etc. They'll be built to easily integrate with each other.

Small business accounting vendors have long been partnering with companies that make complementary solutions, applications that add more sophisticated features to traditional software. The QuickBooks desktop family is the best example of this; there are hundreds of add-ons in its App Center. But financial management has begun a long, slow evolution away from the desktop and into the cloud.

Today, Outright Plus has a fairly small group of solid add-on partners. But its founders had the right idea. It'd be a good choice for you if you're a sole proprietor or very small business that simply wants a way to track income and expenses by importing financial transactions, invoice customers (by integrating with FreshBooks), track and record sales tax obligations, and have your quarterly taxes estimated and your Schedule C business data automatically calculated and categorized. If you want a more comprehensive, traditional solution online, QuickBooks Online is your best choice today.

...U.S. Air Force included the 30,000th combat search and rescue (CSAR) radio fielded by General Dynamics. The PRC-112 radio, which is part of the HOOK2? CSAR system, has been connecting downed military pilots, aircrew and isolated personnel to search and rescue team members since the early 1980s.

The HOOK2 CSAR system includes the AN/PRC-112G radio which is carried by pilots, aircrew and special operations personnel, providing them with secure, two-way communications and automated alerts that help rescue crews identify and locate them quickly. The airborne component of the system, the Quickdraw2? Interrogator, is used aboard the search and rescue aircraft to locate the position of personnel and send secure responses back to the AN/PRC-112G radio. A satellite communications base station helps CSAR teams to locate and communicate with the AN/PRC-112G radio over long distances. In addition to the U.S. Department of Defense, the HOOK2 system is used by NATO and coalition partners in 29 countries.

A New Year...A New You...A New Psychology? | Therapy That Works

While Positive Psychology is not exactly new (it?s been around for almost 15 years now, started by Martin Seligman, in 1998, during his APA presidency), it is still considered new to the field of psychology.? It is a new perspective on mental health that research is demonstrating, can lead to ?a new you.?

Now, will you wake up singing like Beyonc? or swimming like Michael Phelps?? Well, no, but research shows that it will make you happier.? In fact, Positive Psychology has been referred to as the ?Science of Happiness.?? The key difference between Positive Psychology and Self-help or Pop Psychology is its grounding in research. It is considered an evidence-based treatment.

So, what is Positive Psychology?

Positive Psychology is essentially the study of what is right, instead of what is wrong.? Where the main focus of traditional psychology has been on pathology, sickness, and the ?negative outliers,? what?s abnormal; Positive Psychology focuses on health, wellness, success, and happiness or in other words the ?positive outliers,? those that are functioning at the top of the curve.

Positive Psychology is interested in studying those people who are functioning best, so that we can learn from them and how to apply their skills and strategies in order to increase our own functioning.? Positive Psychology is about studying what we want to replicate, not what we want to deter or avoid.? It focuses on the positive of life and has created real world strategies to be implemented into our everyday ways of being to improve the quality of our life.

?Does this mean that Positive Psychology just ignores the negative, the down-side of life??

?Isn?t this just a Pollyana way of living??? Well, the answer is no.? Positive Psychology does not pretend that negative emotions or experiences do not exist.? It does not ignore them or say you should just look on the bright-side.? The point of Positive Psychology is balance.

As a field, we have spent so much time looking at what?s wrong; we need to also look at what?s right.?? A Positive Psychologist won?t ignore your pain or depression, but instead will also ask, when/where do you still feel joy, peace, and contentment and then look for ways that you can create that in other areas of your life.? Behavioral Psychologists have always known that what we put our attention on grows.? If you want a behavior to increase, pay attention to it, reward it even, and if you want it to decrease, ignore it.? It?s the same idea.? Put your attention on what?s positive, what?s working, and you will watch it grow.

So what does this mean for you?

You can start implementing Positive Psychology strategies right away, for yourself or with others, to improve one?s quality of life.? One such strategy started by Seligman himself and based on his research, is to write down 3 things each day that you are grateful for (3 good things).? A little tip here is to make sure when you do this exercise, be sure that it comes from your heart and not your head, its effects are greater when you really mean it.

Other strategies may include, evaluating your daily and weekly activities and finding ways to sneak in some positivity.? Do you love your morning latte??? Well, then, savor it.? Do you love walking the dog?? Make sure to make time for it.? Whatever brings happiness and joy into your life, make a conscious decision to do more of it, even if it?s only for 5 minutes.? Just putting your attention on what makes you feel good, will make you feel good.?? As Dr. Tal Ben-Shahar says, ?Appreciation, appreciates.?

How else can you experience more positivity in your life?? Take care of yourself!? These are known as positivity enablers because they allow us to soak in the benefits of our positive experiences.? They are things like, proper rest, proper exercise, and proper nutrition.

So, in short, as we begin a new year, look at your life, see what is right now and act on it, create more of it, and celebrate all that is working well for you.

NOAA lists ringed and bearded ice seal populations under the Endangered Species Act

Dec. 30, 2012 ? NOAA Fisheries announced on December 21, in compliance with a court ordered deadline, its final listing decision for four subspecies of ringed seals and two distinct population segments (DPSs) of bearded seals under the Endangered Species Act. Specifically, in line with the proposal, NOAA will list as threatened the Beringia and Okhotsk DPSs of bearded seals and the Arctic, Okhotsk, and Baltic subspecies of ringed seals. The Ladoga subspecies of ringed seals will be listed as endangered. The species that exist in U.S. waters (Arctic ringed seals and the Beringia DPS of bearded seals) are already protected under the Marine Mammal Protection Act.

This science-based listing decision will not result in any immediate restrictions on human activities; however, Federal agencies that permit or fund projects that may affect a listed species must consult with NOAA Fisheries to ensure the existence of the species is not jeopardized. In addition, this listing will have no impact on the subsistence harvest of ice seals by Alaska Natives, a practice that is central to the traditional culture and nutrition in many Alaskan Native coastal communities.

"Our scientists undertook an extensive review of the best scientific and commercial data. They concluded that a significant decrease in sea ice is probable later this century and that these changes will likely cause these seal populations to decline," said Jon Kurland, protected resources director for NOAA Fisheries' Alaska region. "We look forward to working with the State of Alaska, our Alaska Native co-management partners, and the public as we work toward designating critical habitat for these seals."

NOAA will work with local, state and Native partners, as well as the public to help determine whether to propose critical habitat designations for Arctic ringed seals and the Beringia DPS of bearded seals. This decision will happen at a later date, after compiling significant additional scientific and economic data and public input. Earlier this year, the President directed that any future designations of critical habitat carefully consider all public comments on relevant science and economic impact, including those that suggest methods for minimizing regulatory burdens. Any potential future critical habitat designation will include a full analysis of economic impact, including impact on jobs, and will strive, to the extent permitted by law, to avoid unnecessary burdens and costs on states, tribes, localities, and the private sector.

Ringed and bearded seals depend on sea ice and snow to survive. After a comprehensive review of the best available science including climate models developed by the Intergovernmental Panel on Climate Change, NOAA has concluded that sea ice and snow cover are likely to further decrease in the foreseeable future resulting in population declines that threaten the survival of these seals.

Ringed seals nurse and protect their pups in snow caves, which are threatened by late ice formation in the fall, rain-on-snow events in the late winter, earlier break-up of spring ice, as well as decreasing snow depths, which are projected to be too shallow for snow cave formation by the end of the century. Both ringed seals and bearded seals rely on sea ice for extended periods during molting, and bearded seals live on sea ice during critical months for breeding, whelping, and nursing. Sea ice is projected to shrink both in extent and duration, with bearded seals finding inadequate ice even if they move north.

NOAA Fisheries proposed the listings in December 2010 and provided opportunities for public input through public comment periods and during public hearings held in Anchorage, Barrow, and Nome. In accordance with NOAA's Policy for Peer Review in ESA Activities, the agency also solicited comments from peer reviewers on each of the proposed rules. In December 2011, NOAA administratively extended the deadline for final listing determinations six months to June 2012 to allow for additional consideration of relevant science and information. In November 2012, the Alaska district court ordered NOAA to respond to a complaint about further delay by December 21, 2012.

The Endangered Species Act defines an endangered species as "any species which is in danger of extinction throughout all or a significant portion of its range." A threatened species is "any species which is likely to become an endangered species within the foreseeable future throughout all or a significant portion of its range."

The Endangered Species Act requires species listed as endangered to receive the full protection under the Act to prevent extinction, including a prohibition against "take," which includes harassing, harming, pursuing, wounding, killing, trapping, capturing, or collecting. These protections may also be established for threatened species to prevent them from becoming endangered, but NOAA does not propose pursuing such a rule at this time.

Congressional report highly critical of Benghazi consulate security

A Congressional report on the attack on the U.S. Consulate in Benghazi is highly critical of the handling of security at the mission in the Libyan city, where four Americans, including Ambassador Chris Stevens, were killed?on Sept. 11?of this year.

NBC News obtained an advance copy of the report entitled ?Flashing Red: ?A Special Report On The Terrorist Attack At Benghazi? by the Senate Committee On Homeland Security And Governmental Affairs. The report is due to be released Monday. The chairman of the committee, Sen. Joseph Lieberman, retires from the Senate?on Jan. 2.

The Congressional report follows a separate investigation by the State Department Accountability Review Board (ARB), which blamed State Department officials for ?systemic failures and leadership and management deficiencies? that led to protection for the Benghazi facility that was ?grossly inadequate to deal with the attack that took place.? ?In response at the time, Deputy Secretary of State William Burns said the problems highlighted by the ARB were unacceptable, "problems for which ? as Secretary (Hillary) Clinton has said -- we take responsibility."


In a statement ahead of Monday's report, Sen. Susan Collins, the ranking Republican member, said the Congressional investigation found that ?terrorists?essentially?walked right into the Benghazi compound unimpeded and set it ablaze, due to extremely poor security in a threat environment that was ?flashing red? in the words of a high-ranking official.?

Collins said the State Department failed to take adequate steps to reduce the facility's vulnerability to a terrorist attack of this kind. ?

?While the Department and the Intelligence Community lacked specific intelligence about this attack, the State Department should not have waited for - or expected - specific warnings before increasing its security in Benghazi, a city awash with weapons and violent extremists,? her statement said.?

The 31-page report paints a picture of a vulnerable outpost in Libya?s second-largest city, a place about which there was sufficient information available to U.S. officials to cause them to beef up security and where it was clear that the new post-Gadhafi government was unable to provide full protection to diplomatic staff.

?We are precluded in this report from discussing the information in detail, but overall, these intelligence reports ? provide a clear and vivid picture of a rapidly deteriorating threat environment in eastern Libya?one that we believe should have been sufficient to inform policy-makers of the growing danger to U.S. facilities and personnel in that part of the country and the urgency of them doing something about it.?

The report noted that as the security situation deteriorated in eastern Libya in 2012, ?the Department of State did not provide enough security to address the increased threats and did not adequately support field requests for additional security.??

Among the committee's recommendations:

  • U.S. intelligence agencies need to ?broaden and deepen their focus in Libya, and beyond, on nascent violent Islamist extremist groups in the region that lack strong operational ties to core al Qaeda or its main affiliate groups.?
  • If a host nation can?t provide adequate security for a diplomatic facility, ?the Department of State must provide additional security measures of its own, urgently attempt to upgrade the host nation security forces, or decide to close a U.S. Diplomatic facility and remove U.S. personnel until appropriate steps can be taken to provide adequate security.?
  • The State Department needs to establish a ?mandatory process? to determine what security standards are applicable to temporary facilities, such as the Benghazi consulate, to ensure that they are ?adequately protected.?

'Inconsistent' statements from the administration
Meanwhile, as to the controversy about what the administration knew about the attack ? and when ? the report said officials in the State Department and the intelligence community were ?inconsistent? in stating that the deaths in Benghazi were the result of a terrorist attack.

The candidacy of Ambassador Susan Rice to the post of Secretary of State was scuppered after allegations by Republican lawmakers that she misled the public about the attacks during an appearance on NBC?s Meet the Press?on Sept. 16.

The administration said Rice, the current US Ambassador to the United Nations, was repeating talking points provided by the intelligence community when she initially characterized the?Sept. 11?assault as a spur-of-the-moment response to a crude anti-Muslim film.

In her interview, Rice said that ?what happened in Benghazi was in fact initially a spontaneous reaction to what had just transpired hours before in Cairo, almost a copycat of -- of the demonstrations against our facility in Cairo, which were prompted, of course, by the video.?

Independent panel: 'Systematic failures' within State Department

In a letter to President Obama on Dec. 13, withdrawing her candidacy for the top diplomatic post, Rice said she wanted to avoid a "very prolonged, very politicized, very distracting and very disruptive" confirmation process.
